Job Profile Under the general direction of the Manager of Engineering Services, the Riverbank Management Engineer is the head of the Waterways Branch and is responsible for the management of the Waterways function. The incumbent is the Delegated Authority for administering the Waterway By-law including processing and reviewing Waterway Permit Applications, issuance of permits and the enforcement of the By-law. The Riverbank Management Engineer also provides technical support to other City Departments in respect to management, development and planning along the City’s waterways as well as other geotechnical matters. The Riverbank Management Engineer is also responsible for developing and implementing the riverbank stabilization program including the assessment of riverbank assets, the justification and prioritization of riverbank improvement projects and the associated long term capital planning. As the project manager of riverbank improvement and asset protection projects, the Engineer will manage all activities related to delivery of the projects. The incumbent will also be responsible directing riverbank research activities and other special studies. As the Riverbank Management Engineer, you will: Administer the Waterway By-law to regulate construction along the City’s waterways as Delegated Authority. Provide geotechnical engineering support to City departments with respect to private development, the City of Winnipeg’s own riverbank lands and other City initiatives. Lead Riverbank project management, asset management and capital planning Direct research and dissemination of information to assist in day-to-day operations and in long-term planning, policy decisions and advancement of riverbank engineering. Manage human resources with respect to the Waterways Branch. Provide support to the Standing Policy Committee on Water and Waste, Riverbank Management and the Environment and Planning Property and Development Department in respect to management, development and planning along the City’s waterways. Your education and qualifications include: Post-secondary Degree in Engineering and a Master’s Degree in Geotechnical Engineering is required. An equivalent combination of related education, training and experience may be considered. Research experience in geo-hazards and PhD in Geotechnical Engineering is considered an asset. Project Management Professional (PMP) is desirable and required within four (4) years. Member of Canadian Geotechnical Society is desirable. Member of Project Management Institute is desirable. Member of International Erosion Control Association is desirable. Extensive geotechnical engineering experience, preferably with hydraulics engineering experience and local experience (ie. Southern Manitoba). Experience managing large, complex projects and leading multidisciplinary project teams from design through construction. Experience managing a riverbank stabilization program or comparable asset management or geo-hazard management program is preferred. Experience applying sound engineering practices and innovation to the development of programs and projects. Experience using geotechnical modeling software programs (ie. Geo-Studio; Rocscience; FLAQ or Soilvision). Experience using MicroSoft Word, Excel and Outlook. Must have strong interpersonal skills with the ability to establish and maintain strong working relationships with staff and diverse stakeholders. Must be organized with the ability to work in a deadline driven work environment with changing priorities. Ability to effectively analyze complex problems to make and defend sound decisions. Ability to verbally communicate technical and complex information to various internal and external stakeholders. Ability to effectively in writing with experience preparing complex and technical reports and documentation. Ability to perform critical peer review of the work of other professionals. Ability to evaluate unproven, innovative works and develop new regulatory policies and standards. Knowledge of hydraulic modeling practices and software. Knowledge of codes, standards, by-laws and regulations relating to waterway development is preferred. Knowledge of other jurisdictions’ policies and programs related to waterways is desirable. *IMPORTANT : Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada.
