As a Senior Project Engineer, you will be responsible for managing the engineering, design, administration, contract preparation, tendering, construction, project management and quality control of capital infrastructure projects or programs at the water treatment plants, distribution network and within the division, including new water treatment plant and raw water intake. You will also prepare business plans, capital budgets, and provide engineering oversight of new facilities and improvements to existing facilities. Primary duties include: Select engineering consultants, architects and contractors for the design and construction of new facilities and/or retrofit or replacement of existing facilities. Provide accountability and oversight of consultant assignments, equipment procurement, supply and construction contracts ensuring all contractual, legal and regulatory requirements are met. Conduct comprehensive review and validation of engineering design, contract drawings and specifications, and oversee construction and commissioning. Manage several complex projects and programs simultaneously and accept overall responsibility. Identify any contentious items and possible methods of resolution; liaise with external and internal parties and facilitate decision-making and collaboration. Report on progress, contract management and delivery of projects in compliance with the City’s processes including the City’s project management framework. Assist in developing strategic plans for the team as it relates to setting annual team goals/objectives, establishing priorities, delivering corporate initiatives, leading change, and promoting innovation. Qualifications A degree in Civil or Environmental Engineering or a related Engineering field. You must have at least 6 years of relevant professional engineering experience obtained after receiving your P. Eng. Designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work. A valid Class 5 Driver’s License (or provincial equivalent) with no more than 6 demerits, no current suspensions or charges pending and access to a personal vehicle for business use is required. Intermediate proficiency with Microsoft Office (Word, Excel, Outlook and PowerPoint) is required. A strong background and keen interest in water utilities, demonstrated knowledge and experience with water treatment processes and distribution systems, current design standards and legislations related to the water utility is essential. Experience with engineering service agreements, procurement and construction contracts is preferred. Previous experience in municipal engineering, preferably planning and design of water/wastewater treatment and distribution systems, tendering, contract management, and project management will be an asset. Certification as a Project Management Professional (PMP) will be an asset. Demonstrated ability to manage large capital infrastructure projects or programs, familiarity with alternative delivery models (e.g., CMAR, PDB, IPD, P3), and ability to lead a multi-disciplinary team within a large complex organization. Strong written and verbal communication skills with previous experience working with a variety of audiences (e.g., Technical, Senior Management, Elected Officials, and the public). Success in this position requires strong organizational skills, strategic and critical thinking; attention to detail and accuracy, good judgement and diplomacy under pressure; demonstrated leadership ability; tolerance for ambiguity, shifting priorities and complex situations; and the ability to establish and maintain strong and positive working relationships. Working Conditions: Office environment with site visits/field work which may involve outdoor or hazardous conditions requiring Personal Protective Equipment (PPE).
