To provide, HSE support for Thales’ Urban Rail Signaling (URS) offices and be the lead HSE point of contact in the Toronto, ON and Burnaby, BC office locations.  Working closely with all employees and workers to ensure that all safety legislation and safety policies and practices are adopted and adhered to.  Ensure compliance and maintenance of HSE standards, participate in internal and external audits and ensure success of each: be the focal point of contact for Toronto and Burnaby with internal and external auditors.   Roll model and lead towards a behavioural-based safety culture within Toronto and Burnaby.

Key Accountabilities:

• Establish, promote and implement HSE plans, goals, and objectives within the Toronto and Burnaby sites
• Ensure site safety practices are compliant with all regulatory requirements. Review and obtain approvals of site safety plan.
• Create and maintain all Site Location process documentation as it relates to HSE
• Establish maintain and periodically report site HSE performance metrics. Report as required into the Group tools, reconcile reports and validate as needed. Provide year-end report with all HSE metrics included and verified for accuracy
• Act as the site lead for internal HSE audits as well as the ISO and OSHA certification/recertification (accompany auditors, arrange interviews, provide records & documentation, prepare sites for audits, prepare staff for interviews etc)
• Address all internal and external audit findings, gather evidence, and close CARs
• Develop and present the annual site level management review
• Establish and maintain Site Safety Practice training materials. Coordinate and plan other training as required
• Conduct incident and accident investigations, particularly as they pertain to HSE issues and follow up on closure of actions
• Ensures risk assessment and risk mitigation measures on-site are performed before commencement of work and ensures safe installation and use of equipment
• Advises on a range of specialist areas, e.g. fire regulations, hazardous substances, noise, safeguarding machinery etc.
• Ensures all fire wardens and searchers are trained on their individual responsibilities.  Acts as the lead in all fire evacuations including scheduled drills and address any issues or deficiencies
• Ensures employees have access to and familiarity with emergency response procedures in their workplace
• Co-chair JH&SC meetings (organize meetings, keep meeting minutes, etc.)
• Perform and document monthly building inspections and address and rectify any findings with relevant employees/managers
• Run awareness campaigns on HSE matters and maintain health and safety bulletin boards
• Obtain all necessary documentation from external service contractors and retain records for auditor review
• Ability to travel within Canada and sometimes internationally

Key Requirements:

• BS/BA in Occupational Safety, Industrial Hygiene, Environmental Engineering/Science/IT, Business or related field with a minimum of 5+ years of experience, or an equivalent combination of education and experience that would cover the areas of responsibility for this role
• 5+ years minimum experience in HSE matters
• Registered Safety Professional in Canada (CRSP or RSP)
• ISO Certifications 14001, 18001, 45001 proven experience
• Good knowledge of CDM, safety management systems and environmental requirements
• Internal audit experience
• Accident / incident investigation experience
• Demonstrated background in emergency management including formal training and certification (EMAP, FEMA IERP)
• Demonstrated ability to frame HSE/RE risk-related concepts to both technical and nontechnical audiences
• Ability to work collaboratively and influence outcomes in situations where the role holder may not have direct authority
• Proficiency in the use of Microsoft Office (Outlook, Word, Excel, and PowerPoint).
• Superior written and oral communication skills, as well as a proven ability to provide training to diverse audiences.
• Ability to work accurately with attention to detail and to produce accurate reports.
• Ability to work and produce required information within tight timescales.
